Community Adjustment Fund (CAF) in the North

The Community Adjustment Fund (CAF) is a two-year national program established under Budget 2009, Canada’s Economic Action Plan. Its objectives are to provide economic stimulus to create or maintain jobs in and around communities affected by the global recession, and to promote economic diversification of those communities.

CAF is delivered by CanNor in the three territories.

How much of the $1 billion CAF funding is available for the North?

The Agency has received $32.8 million over two years for the North.   

Who can apply for CAF funding?

Eligible recipients are: organizations including social enterprises; individuals; other levels of government and other non-federal entities, public or private, that have an interest in economic development in the North.

Contributions to for-profit organizations may be made on a repayable basis.

What kinds of projects are eligible for CAF projects?

CAF investments in the North will focus on four thematic areas:

  • Economic Diversification
  • Capacity Development
  • Enhancing the Economic Infrastructure Base
  • Building the Knowledge Base

To be funded under CAF, projects must:

  • be able to start quickly;
  • be completed by March 31, 2011 with no requirement for continued federal support;
  • provide benefits to Northern communities which have been affected by the global recession (have experienced significant job losses, with a lack of alternative employment opportunities); and
  • be incremental (not replace funding already available)

Priority will be given to eligible projects which:

  • create jobs or maintain employment during 2009 or 2010
  • create the most near-term employment per dollar of federal investment
  • leverage funds from territories or other funding partners;
  • build on partnership arrangements already in place (e.g. federal-territorial agreements) or existing programs; and
  • provide a legacy of longer-term economic or ecological benefits.

Projects which cannot be supported under CAF include:

  • direct assistance to workers;
  • core operating funds of organizations;
  • projects which could be funded under any federal infrastructure program;
  • investments in slaughterhouse capacity; and
  • projects undertaken by private for-profit entities that are not consistent with the Canada-US Softwood Lumber Agreement.
